CSA 2010
At Landstar, safety has always been a team effort – a group of people whose individual actions work toward a common goal. That concept is more important than ever as the method used by the Federal Motor Carrier Safety Administration (FMCSA) to score both carrier and operator on-road performance is undergoing major changes.
Comprehensive Safety Analysis 2010, or CSA 2010, is a FMCSA initiative to improve large truck and bus safety, and ultimately reduce commercial motor vehicle (CMV)-related crashes, injuries and fatalities. It introduces a new enforcement and compliance model which allows FMCSA and its state partners to evaluate and rate carriers and operators continuously based upon their on-road performance. FMCSA intends to use this increased visibility to identify carriers and operators who warrant further attention. Warning letters, civil penalties, suspensions and on-site reviews of carriers earlier than has been done previously will occur in an attempt to address safety problems before crashes occur.
For carriers and owner-operators, the CSA 2010 replaces SafeStat with a new Safety Measurement System (SMS). With SMS, every violation counts, not just out-of-service violations, and both driver and carrier safety performance are monitored.
In short, the roadside performance of individual Landstar BCOs now has a much greater impact on their own record and Landstar as a whole. This initiative will greatly impact how a carrier’s safety rating is determined. Both Landstar and the BCO will be held more accountable for a BCO’s roadside inspection performance.
